An Ieuqun (plural Ieuqut) is a being whose full face and countenance is perpetually obscured. They can never be properly seen, and thus can never be properly identified afterwards. Their visage itself can be headache or even seizure inducing, should someone without magic or protective talismans look upon them for too long, especially in close proximity. When seen from a distance greater than twenty feet, they look like an indistinct blur of shadow. Your character can tell they're seeing a person, but they couldn't identify what style of coat or weapon an Ieuqun had until they got much, much closer than they'd need to for a normal person.
Humanoid and typically human sized, they have adapted over the years to their Arctic Circle climate, capable of enduring cold that their purely human counterparts would be unable to function in and being sure-footed in the snow to the point of being able to walk atop it in gliding motions. This, combined with the above, contributes to an Uncanny Valley, not-quite-right feel to even casual observers.
All Ieuqut can induce headaches and auditory hallucinations in humans, as well as in animals. Depending on the power of the individual, their age and their level of practice, some are able to create visual hallucinations, olfactory ones, induce a sense of vertigo, or block out a human or animal's vision. In the case of Ukiuvak, he is particularly talented at auditory hallucinations, able to mimic almost anyone's voice and make a voice sound as near or far as he wants. He can also disorient people with noise in general; causing a loud, incoherent mess of sound in someone's head is highly effective.
In order to avoid accidentally inducing headaches or hallucinations in others, Ukiuvak wears either a helmet or a cloth face covering whenever he's outside of Ieuqut cities.
Some Ieuqut can produce fire. Ukiuvak is not one of them; he can, at most, produce blue, flame-looking light. He is also thankfully incapable of giving anyone seizures, likely due to his faint human heritage. One thirty-second human, his powers are overall somewhat weakened, but he maintains the weakness of all Ieuqut: he cannot swim, he cannot smell, and he cannot use his mind powers when the moon is full/his powers are weaker the closer to the full moon it is. The range of his hallucinatory powers is strengthened by both night and the new moon and weakened by daytime and a full moon. For the sake of RP, we are going to assume a range of fifty feet most of the time with a decreased level of effectiveness depending on what he's trying and how your character reacts. If he has line of sight and can catch their eye with a gesture - usually a raised hand, because that typically gets someone's attention - he has an easier time of it.

In order to avoid this happening, and in order not to accidentally single out those with this ability, proper social etiquette demands gloves the majority of the time. Ukiuvak lacks this ability, but he was raised in a proper Ieuqut village by a family that valued manners, and thus is rarely spotted without his gloves on.
